If killer whales stopped preying on sea otters, otter populations would likely recover: between two comparable sites on Adak Island, the otter population remained stable in a lagoon inaccessible to killer whales, while it dropped 76% in a nearby bay open to killer whales — the first direct evidence that killer whale predation, rather than some other cause, explains the otter collapse observed across much of the Aleutian Islands.

Sea otters were declining by about 25% per year across much of western Alaska during the 1990s, with no local cause (disease, contamination) sufficient to explain it. The paired comparison between the protected lagoon and the bay open to killer whales made it possible to isolate predation as the direct cause. This entry closes the loop opened by the sea otter entry: here, it is the predator of the sea urchin's predator that is at issue.

Post-war era

One hypothesis proposes that post-war industrial whaling, by decimating great whales, pushed killer whales to shift in cascade to seals, then sea lions, then sea otters — but critics, re-examining catch and biomass data, did not find a sufficient temporal match between the decline of great whales and that of sea otters.

Subsequent critics, re-examining whaling catch and great-whale biomass data, place most of the whale decline 50 to 100 years before the start of the sea lion and sea otter declines — a time lag that weakens the proposed causal link without eliminating it entirely, since the original authors responded to these critiques. This is an unresolved debate about the initial cause, distinct from the predation mechanism itself (previous point), which remains solidly established.
